State items move through phases that decide how they take part in governance. Information only satisfies a gate once it is active. The phases group the item statuses shown in Status reference.

| Formation (draft, pending) | Active | The item is confirmed by a trusted source or a person |
| Active | In conflict | Another source records a different value for the same key; the item stays active but dependent actions are blocked |
| In conflict | Active or Terminal | The conflict is resolved |
| Active | Terminal (superseded, deprecated, expired, suspended) | Replaced by a new value, retired, decayed below the threshold or suspended |
| Formation | Terminal (rejected) | The candidate is rejected |
